Linking the European Semester and the Recovery and Resilience Facility

During its 2024 cycle, the European Semester continue to lay out the EU’s key economic and social priorities, and, on that basis, ensure policy coordination. The European Semester will once again assess the ongoing implementation of the Member States’ national Recovery and Resilience Plans under the Recovery and Resilience Facility (RRF), including the REPowerEU chapters.

The publication of the Annual Sustainable Growth Survey (ASGS) launched this year’s cycle. The 2024 ASGS outlines the Commission’s ambition to further strengthen a coordinated EU policy response to enhance the EU’s competitiveness through a green and digital transition, while ensuring social fairness and territorial cohesion. The 2024 European Semester cycle will also explore how actions under the national Recovery and Resilience Plans interact with other EU funding instruments, including cohesion policy in reaching common policy goals.

The 2023 European Semester cycle in a nutshell:

National reform programmes and stability/convergence programmes: Member States submit these documents, setting out their economic and fiscal policy plans, as in previous European Semester cycles, in April. The national reform programme (NRP) plays a dual role. Besides its role for the European Semester, the NRP also fulfils one of the two bi-annual reporting requirements of Member States under the Recovery and Resilience Facility. The Recovery and Resilience Scoreboard gives an overview of how the implementation of the RRF and the national recovery and resilience plans is progressing.

Streamlined country reports: The country reports will be published in June 2024. They will provide an overview of the economic and social developments and challenges that Member States are facing, as well as a forward-looking analysis of their resilience.

Country-specific recommendations: Based on the analysis in the country reports, the Commission will propose to the Council to adopt country-specific recommendations (CSRs) in 2024.

Continued integration of the Sustainable Development Goals into the European Semester: As called for by President von der Leyen in her Political Guidelines, the Sustainable Development Goals (SDGs) will continue to be integrated into the European Semester. The 2024 country reports will assess the progress and challenges for each Member State on SDG implementation. The reports will include a detailed annex for each country which, based also on Eurostat monitoring, will link SDG implementation with the four dimensions of competitive sustainability.
