The UK and a group of European nations plan tolaunch a “call to action” against the so-called shadow fleet of oil tankers that Russia uses to skirt international sanctions. This plan should be endorsed by an unspecified number of governments when UK and EU leaders gather at a European Political Community meeting later this week in Britain. Measures could include sanctions, trying to make it even harder for Russia to profit from its oil resources. Participating countries also aim to share information about the Russian fleet, coordinate responses and work with the private sector to address the threat.
